The Vietnam–UAE CEPA creates a new preferential trade channel between Vietnam and a major Middle East logistics hub. For apparel buyers, it may improve duty treatment while supporting sourcing programs serving the UAE and the wider region.
Benefits for the buyer
- Potential phased tariff elimination for qualifying Vietnamese exports under the UAE schedule.
- A bilateral framework covering goods, origin, customs and broader economic cooperation.
- Improved sourcing diversification for UAE retailers, uniform programs and regional distributors.
- A practical gateway opportunity when combined with UAE logistics infrastructure—without assuming re-exports automatically retain preference elsewhere.
What apparel buyers must know about origin
- The relevant UAE tariff line, implementation year and product-specific origin rule must be confirmed.
- Vietnam issued CEPA origin rules effective 5 May 2026; the shipment needs the prescribed proof and supporting records.
- Re-exporting from a UAE hub to another country does not automatically extend Vietnam–UAE preference to that destination.
- UAE labeling, conformity, VAT and importer registration requirements continue to apply.
Buyer checklist before placing an order
- Confirm the current UAE customs tariff and CEPA preference procedure with the importer or broker.
- Review fabric and garment origin before sample approval.
- Prepare the prescribed proof of origin and keep production evidence.
- Calculate duty, VAT, freight and any free-zone handling separately.
Important
Preferential duty is not automatic. Eligibility depends on the final HS classification, tariff schedule, product-specific origin rule, production evidence and customs procedure at the time of import. This guide is general information, not customs or legal advice.
